Arrow with a damage of 200 crashes servers/realms

Issue:
Hackers using hacked clients can make chests with a damage 200 arrow inside of them. Breaking these chests will crash the entire realm/server. The nbt data of the chest would be
"{Findable:0b,Items:[

{Count:1b,Damage:200s,Name:"minecraft:arrow",Slot:0b,WasPickedUp:0b}

]}"

Because of this servers/realms are forced to use add-ons made by other people just to keep their realms/servers up. Doing this in a single-player world will require the item to be destroyed/picked up.
Expectation:

The game will automatically change the damage 200 to damage 0.

Steps to reproduce:

1. Download a hacked client. I use Horion at horion.download. 

2. Copy the NBT data
3. Type in chat .give chest 1 0 write

4. Place down and break the chest
