The Screen Reader reads the Switching to Classic Skins notification, even though the notification did not pop up on screen.

How to reproduce:

1. Turn on the Screen Reader
2. Go to the Dressing Room Screen
3. Click on the Classic Skins Tab
4. Observe the Screen Reader reading the Switching to Classic Skins Notification

Observed Results: The Screen reader reads the Switching to Classic Skins Notification, even when the notification is not there

Expected Results: The Screen reader should only read the Switching to Classic Skins Notification when the notification pops up on screen
