Hoodoos placement in eroded badlands are different from Java 22w03a

The eroded badlands generation was changed in Java 22w03a to be more cohesively to the surrounding badlands. However, this now causes a disparity between Java and Bedrock. The hoodoos placement is now different between editions (compared with Java 22w03a).
