Banner designs longer appear when using RTX

Like the title says, when using any RTX resource pack, the designs on custom banners no longer appear, and it just appears as the base color of the banner (White banners appear white, even when there's a red stripe on it, for example).

 

Also, please actually do something about this bug instead of leaving it unfixed for three years.
