Ice and snow generates underwater

Ice and snow generated underwater in 1.18.2. It appears as if a cave may have generated through said ice but I am not certain. This is regular ice and NOT packed ice. There is nothing above the surface, it just looks like a normal frozen ocean, but under is a different story. See pictures.

To reproduce, create world using provided seed and teleport to provided coordinates. Observe oddly generated ice and snow underwater.

 

Expected behaviour:

Regular ice and snow does not generate underwater.
