Efficiency V pickaxe does not work in Creative Mode

I wanted to test Netherite Mining Techniques in my creative world, so I gave myself an efficiency V pickaxe and started mining, blocks only broke at the same speed as the creative fist. This meant I had to go back and forth between creative and survival to test it.
