Texture packs not importing content

Every time that I try to download a texture pack, whether preexisting or from the marketplace, it gets stuck on step 2 of 2 Importing Content. I then have to force exit the game and restart. I've tried uninstalling and reinstalling Minecraft, clearing the misc cache in settings, restarting my console, etc. Nothing fixes the problem, and this has been an issue for a long as I can remember. Please help.
