[MCPE-151459] Skins can't load from an device in another

Mojang, hear me out, I have a example: I created an Axolotl skin, but I also play MCPE on my phone. For some reason, when I play on my phone instead, skins don't work! How frustrating anyways.

How to patch it

Difficulty: Normal(Does require other types of devices compatible for MCPE.)

Open Minecraft.
Log in/Sign up in your Xbox account.
Create a skin you like.
Save it.
Open the game in other (type of) device.
Log in the same Xbox account.
Try to reload your own skin.

Result: The skin will not work as intended. An notification appears saying "Failed to load Character 1-5. You can reload it from your Profile." When you try to reload, the skin keeps unloading. Thanks for your response.
