Vsync not Disabling

Device is a laptop connected to a 75hz monitor and when I turn off Vsync it is still stuck at 75hz in game. If I move it to the laptop screen it changes to 60hz like vsync is enabled. This has been happened after I got a new laptop recently since on my old laptop it turned off and on just fine. There was also a windows update since then too. Images below, also I tried fullscreen too. I also took all packs off and nothing worked.
