Let it Go! Achievement not unlocking for Xbox One

I've been playing on a solely survival world (achievements are able to be unlocked) for a while and I've been trying to get the Let it Go! achievement on this world.

I've been using Netherite boots enchanted with Frost Walker II over a deep ocean with an ocean monument and it won't unlock at all. I've tried this daily for 3 weeks.
Any help in finding the cause for this would be appreciated thank-you.
