Command block tick doesn't work when it's over 20.

When we try to put a tick delay in a command block and it's over 20 it doesn't work, it's only for the normal command block, the repetition and chain one works fine.

How to reproduce: Place a command block, add a delay tick of 25, or any other number over, add a command like /say TEST, and finally activate.
