gets stuck on a red flashing screen upon startup almost every time

most of the time upon startup the game goes to a screen that alternates from black to red in about a 2 second cycle. I contacted windows help and they told me to update gaming services for windows which worked once. Now i just go to the task manager and end process on the gaming manager. but one can only do that a few times before one realizes that this isnt a normal problem and should be fixed.
