Level 1 Enchantment option for Fishing Rods does not show in the Enchanting Table

The level 1 Enchantment option when putting a fishing rod in the Enchanting Table appears to be unclickable.

Edit: it only affects the fishing rod and does not happen to other enchantable items in the Enchanting Table.
