Enchantment table is frozen.

My enchanting table is currently frozen,  Each item only ever gets 2 level 1 enchantments no matter how many are enchanted, for example the bow shown with the pictures will only get unbreaking 1 and power 1, and even if you fall below level 30 which would normally gray out the last option it stays active no matter what.
