The Top Bar on the Chat screen doesn't extend past the Screen Safe Area, compared to the rest

The Top Bar on the Chat screen doesn't extend past the Screen Safe Area, compared to the rest on other screens.

How to reproduce:

1. Set the Screen Safe Area to 0.0 in settings
2. Load into a world
3. Open Chat
4. Observe the Bar on top of the screen not extending

Observed Results: The Top Bar does not extend past the Screen Safe area

Expected Results: the Top Bar should extend past the Screen Safe area, matching the other screens with the Top Bar
