Spawn Conditions Near Mountains Can Behave Wrong

More than one time, I took this issue except on Survival mode. For example, if someone starts a "hardcore" world series, they die to fall damage!(if the invincibility timer runs out)

1. Find seeds where you appear with any tall hill(not too much) between you;
2. You have a chance to spawn in an innapropriate spot(such 1 block below the air);
3. Done.
