Controller Navigation to the Reload Button is broken

Controller Navigation to the Reload Button is broken in the Dressing Room Screen. You have to navigate to the Trash Icon and then navigate left to get to the Reload Button.

This can only be reproduced if a Character has failed to load

How to reproduce:

1. Connect a controller
2. Navigate to the Arrow buttons (The Switch Character Buttons)
3. Move the Left Joystick right
4. Observe how it doesn't navigate to the Reload Button

Observed Results: It skips past the Reload Button, acting like there is not a button there

Expected Results: It should navigate the player to the Reload Button

Info: This bug affects all platforms. But on my Switch, the characters are not loading giving me a chance to find this bug.
