The scaffolding block at x=0, y=0, z=0 acts like a solid block

Summary: If you place a scaffolding tower at coordinates x=0, y, z=0, the block at y=0 will act like a solid block.

Steps To Reproduce:

1. Create a scaffolding tower at x=0, z=0
2. Go down or up the scaffolding tower

Observed Results:
You will not be able to go through the scaffolding at y=0 like normal.

Expected Results:
You will be able to go through the scaffolding at y=0 like normal.

Original Description:
0,0,0 acts like a solid block. I can't walk thru it and if i fall on it with nothing there i take damage. You cant place things on it but scaffolding is not affected by gravity when placed on 0,0,0
