Frog spawn cannot be placed on waterlogged blocks

Summary:
Frog eggs cannot be placed on waterlogged blocks. This prevents frog eggs from being placed on blocks such as seagrass and does not fit the Lily Pad.

Steps to reproduce:

1. Place a waterlogged block (eg seagrass) in the water.
2. Try to place tadpole eggs on top of it.

Observed results:
A player cannot place a tadpole egg on a waterlogged block.

Expected results:
Like the Lily Pad, tadpole eggs can be placed on waterlogged blocks (such as sea grass).
