Targeted conduits are not highlighted when Outline Selection is disabled

Summary:
When Outline Selection is disabled, targeted conduits are not highlighted.

Steps to Reproduce:

1. Go to Settings > Video
2. Disable Outline Selection
3. Place a conduit
4. Target the conduit

Observed Results:
The conduit is not highlighted.

Expected Results:
The conduit should be highlighted, just like all other blocks.
