Snow layers clip with the block underneath when landing

Summary:
When a snow layer lands on a block, it clips with the block underneath for a split second.

This issue does not occur in 1.18.2 Hotfix.

Steps to Reproduce:

1. Place a block
2. Place a snow layer on top of that block
3. Break the block underneath the snow layer

Observed Results:
The snow layer clips with the block underneath for a split second when it lands.

Expected Results:
The snow layer should not clip with the block underneath.
