Hotbar Scrolling

On Minecraft Windows 10, the scroll wheel doesn't take you to the next hotbar slot over. Instead, it rapidly cycles the whole inventory for a few seconds, then slows down and stops. The slot it lands on very rarely ends up being what you tried to switch to.
