Unable to edit any pre existing blocks on my flat world after updating

After updating my flat world that I have been building on for a while now, I went to continue my project only to find that i could not place blocks dispute having operator and perms(of corse). Only able to recreate when updating the copy of the same world. Also no particles exist…. Will be adding video when possible. Thank you
