Command Block Tick Speed Glitched

A few updates ago, I noticed an issue with command blocks in my world. I noticed that when a command block had a number in the "Delay In Ticks" slot, the command block just wouldn't activate. I figured this would be patched by 1.18, but it sadly wasn't and I'm here to report it.
