all command block are set to always active and wont change

All command block were changed to always active I think 2 updates ago. All new command blocks are set to always active when placed. None of the command blocks can be changed to any other status than always active.  It happens on new or old maps on al of my systems. I use a laptop a phone and a tablet.  It also happens on my realm. 

I will be grateful for any help.
