Fire Aspect sword don't affect meat drops when raining.

Observed Result:
Pigs, cows or any mob that drops meat do not drop their cooked item when killed using Fire Aspect II sword while raining.

Expected Result:
It should drop cooked meat even if it's raining.

Steps to Reproduce:
1. Enchant a sword with Fire Aspect II
2. Create a world and set it to Rain.
3. Kill any meat-dropping mob.
