Texture packs and skins are really buggy

Whenever I try to import a texture pack to com.mojang it never appears on the resource packs like it used to I tried importing it to the resource pack file on com.mojang.minecraftpe but same results this has also caused me to lose my worlds also whenever I import my skin template which I have used for a year now it says "that's not a skin silly" please fix this
