Minecart with hopper stops me from accessing my inventory

After the caves and cliffs part 2 was released, whenever I look directly at a hopper minecart I can't access any sort of UI. (No inventory, chests, villager trades, crafting tables) Chests just freeze in the open position but you can still move around. So far the only to fix it is to reload the world.
