Scrolling with the mouse wheel completely interrupts mining

The bug

When you're holding left click to mine blocks, and you use the scroll wheel to switch tools, you immediately stop mining altogether. You have to release the mouse button then click it again to resume mining.

If you use the number key to switch slots, it works just fine.

This is extremely annoying when e.g. you encounter a patch of dirt or gravel, try to switch to your shovel and instead of quickly clearing it, you stop mining.

According to MCPE-19508, this started happening in 1.14.
