Minecraft world won't update to 1.18 generation

My world originally was an old world type. Once I saw that 1.18 was out I converted the world into a normal infinite world type. I loaded up the world to only see pre 1.18 generation and bedrock at y=0. All my other worlds get the prompt to upgrade, but not for my survival world. I made copies of the world (both old and infinite), even deleted the game and downloaded it, but no change.
