Scaffolding doesn’t work at 0,0

Since 1.18 is expanding the world down and the world I am on has a 0,0 tower I dug down and tried scaffolding up there is no block in the road yet while climbing y=0 acts as a block no other positions dose this bug happen i assume it’s something to do with the cords because it’s 0,0
