Bedrock Replaces Deepslate from Y=0 - Y=-64 URGENT

Deepslate does not exist in old chunks, it is all bedrock, no caves either. This creative world was created in 1.13 and I am updating old chunks. This world is an experimental world with 1.17.41 experimental settings. Help, I cannot have bedrock like this everywhere.
