Replacing with the command of the placed skull drops the skull as an item

Summary:
Replacing with the command of the placed skull drops the skull as an item. This seems to only work with skull.

Steps to reproduce:

1. Place the skull.
2. Replace skull with any other block with the command (/setblock, /fill).

Observed results:
Skull drops as an item when replacing command.

Expected results:
When replacing skull with commands, the skull should not drop as an item.
