Rain sounds+visuals still show after doing /weather clear and sleeping

the rain sounds, particles, and visibility drop still happen after sleeping, or doing '/weather clear' minecraft clearly thinks it is clear weather, as '/weather query' says: "weather state is 'clear'." even when the effects are still on. restarting the world fixes the issue, but it is annoying and has been around for a long time.
