/gametest clearall does not remove water source blocks

Steps to Reproduce:

1. Create a new world with "Gametest Framework" enabled
2. Run /gametest runset suite:all
3. Wait for a while
4. Run /gametest clearall

Observed Results:
Water source blocks are not removed.

Expected Results:
Water source blocks should be removed.
