Azalea does not block water flowing from lower slabs and non-inverted stairs

Summary:
Azalea does not block water flowing from lower slabs and non-inverted stairs. In the Java version, the azalea blocks the water from these blocks in this position, but not in the bedrock. 
I think java behavior makes sense. The top part is strong enough to block the water while the bottom isn’t.

Steps to reproduce:

1.  Place the slab in the lower position, non-inverted stairs.
2.  Place the slab in the upright position, inverted stairs.
3. Place the azalea on the sides where the water is flowing.
4. Waterlogged the placed slab and stairs.
5. Repeat all of the above done in Java.

Observed results:
Azalea in Bedrock does not block water from the upper half of the block (from lower slabs and non-inverted stairs). However, it does block in the Java version.

Expected results:
Water flowing from lower slabs and non-inverted stairs will be blocked.
