Placing the light block inside the water removes the water

Summary:

Despite being waterloggable, light blocks remove water they are placed in.

Steps to reproduce:

1. Place a water source.
2. Try placing a light block in it.

Observed results:

Light block removes water.

Expected results:

The light block will be placed in the water.
