Village Waterlocked stairs generated

Hi,

I am on 1.17.41 with 1.18 generation turned on, I found a desert village with the terracota room, its a little under the ground(screenshots attached) the room is fine, but the buttons and stairs are waterlocked!!! THE EXACT CORDS: -356, 63, -846 in the overworld.

What is this bug, probably because my whole village is just floating on the ocean.
