Can't install Minecraft on 2 accounts on the same computer

If you try to install Minecraft when it is already installed on a different account on the same computer, it doesn't work with the error code 0x80070520

Steps to reproduce:

1: Get 2 accounts on a windows 10 computer

2: Install and download Minecraft on the first account

3: Try to install Minecraft on the other account (downloading it from anywhere has the same result, and that picture is from the windows store before a windows update changed how it looked)

Observed Results:

You get told that it didn't work

Expected Results:

It should work the same way as when you downloaded it on the first account
