Dispenser being weird

When I pull the lever next to a dispenser, it pours out lava like normal, but when I pull it again, it doesn't suck it back up. I have to pull it another two times for it to suck up. Is this a glitch? On PC, you pull it once to pour out, and pull again to suck it back up.
