Unable to share content on single PS5 between accounts

On the PS5 I have multiple accounts, 1 for myself and others for my kids. When they request games or DLC I buy it myself and then enable it for them.

However, now I have purchased the "Nightmare before Christmas" DLC, they cannot access this. They can see it when they want to create a world, but it has the padlock on it.

I find it ridiculous that I need to buy DLC multiple times. This should be available to all accounts on a single device.
