“Outline Selection” does not outline when looking through water

When you look through water with “Outline Selection” on, it does not outline that block. You have to have your head outside of the water for it to do it.

Block underwater:
Block Outside of water:

1. Turn “Outline Selection” on
2. Find water somewhere in a world where you can look at a block without being underwater
3. it will not outline when you look at a submerged block
