updating packs 1 of 1

i am on the newest xbox and for the past week i cant play any minecraft worlds because i need to UPDATE PACKS 1 OF 1 and i have waited for an hour at one point and nothing just 0% updated. i think this was a bug along time ago and i dont know how to fix it pls help ( p.s. i have tried getting rid of cashed data and that worked once)
