Unable to create Charged Creepers

I am unable to create a Charged Creeper in one of my worlds. I’ve tried on multiple different creepers but none of them have worked. I tested it on other worlds and they all worked so it just seemed to be affecting this one world. I have had other issues in the same world but none as important as this since I’m unable to get mob heads because of this bug.
