Water does not fill underwater cave

So I went exploring an underwater cave and I noticed the water cut off and didn't fill the entire cave, as if there was an invisible layer of blocks I could pass through that were preventing the water from achieving its physics properties. Attached is a video of me passing through the water and a screenshot from below the water in the cave.
