You can scroll down in the Color Section while in the Character Creator when first loaded

You can scroll down in the Color Section while in the Character Creator when first loaded.

How to reproduce:

1. Click on the Color button while editing a character
2. Observe how you can scroll down in the Color Section
3. Press ESC
4. Click on the Color button for the 2nd time
5. Observe how you can no longer scroll down in the Color Section

Observed Results: You can scroll down in the Color Section when first loaded

Expected Results: You shouldn't be able to scroll down in the Color Section, even when first loaded
