Arrows don't appear in the Character Creator while the Hide Controller Hints setting is on

Arrows don't appear in the Character Creator while the Hide Controller Hints setting is on.

How to reproduce:

1. Observe the Character Creator with Hide Controller Hints are turned on
2. Turn Hide Controller Hints off
3. Observe the arrows not appearing while Hide Controller hints are turned on

Observed Results: Nothing is present in the buttons while the Hide Controller Hints setting is turned on

Expected Results: The Arrows should be present while the Hide Controller Hints setting is turned on
