Sign in issue/bug on ps4

I have a sign in issue, basically when I sign in it tells me my account is already signed in to a different console, but it still says that even when I make new accounts, I know for a fact my account isn't signed in to any other console, because how can the new accounts I'm making also be signed into a different console.
