Pressure plates on ice slow down boats

Steps to Reproduce:

1. Build an ice road
2. Place pressure plates on it
3. Ride a boat along it

Expected Result:
Pressing on the plates will not affect boat speed in any way.

The real result:
Pressure plates on the ice slow the boat down.
