Chalkboards are unobtainable

It is impossible to obtain chalkboards even with education edition enabled.

How to reproduce:
Create a world with education edition turned on
Try to find chalkboards in the creative mode inventory or in /setblock or /fill

What I expected:
You can get chalkboards, like in education edition

What I saw:
Chalkboards are unobtainable without nbt editors
